Treats the Bank’s securities used to raise money for its ordinary capital (see article 7) and securities it fully guarantees under the commitment in article 6, section 5 as exempt under parts of federal securities law (15 U.S.C. 77c(a)(2) and 78c(a)(12)). The Bank must file annual and other reports about those securities with the SEC as the Commission finds necessary for the Bank’s special role and to protect investors. The SEC, after consulting an agency or officer the President names, may suspend the exemption for any or all of those securities while the suspension lasts. The SEC must report to Congress each year about how this works and include any views from registered dealer associations.
