Use United States Special Resources to pay for high-priority development projects and programs in the Bank’s developing member countries, with special focus on the Southeast Asia region. The funds may only be used to make development loans on more flexible, less balance-of-payments–burdening terms than the Bank’s regular loans, and to provide repayable technical-assistance credits. The Bank must buy goods and services with these funds from the United States, unless the United States Governor, after consulting the National Advisory Council on International Monetary and Financial Policies, allows buying from other member countries because it would greatly help the special fund’s goals and fit the United States’ international financial position. Administrative costs can be paid from these funds only if not covered by the Bank’s service fee or by income from the Special Resources. All loans and credits must be repaid to the Bank in United States dollars.
