The U.S. Governor who represents the United States at the Bank may promise $66,750,000 to the Asian Development Fund, but only if Congress provides the money. Congress can appropriate up to $66,750,000 to the Treasury with no year limit to pay for it, but none may be used in fiscal year 1982.
