The Secretary of the Treasury must tell the United States Executive Director at the International Monetary Fund to oppose any IMF credit for a Communist dictatorship unless the Secretary gives a written certification and documentation, provides it on request, and notifies—and, if asked, appears before—the Senate Foreign Relations Committee, the Senate Banking, Housing, and Urban Affairs Committee, and the House Banking, Finance and Urban Affairs Committee at least 21 days before any vote. The Secretary must certify that the credit will fix the country’s balance-of-payments problems and make them sustainable, will reduce strict limits on moving labor and capital and promote market-oriented changes, and will be in the best economic interest of most people in that country.
