Allows the U.S. Governor of the Bank to vote to raise the Bank’s capital by $3,000,000,000 and, if that increase takes effect, to buy 2,461 more shares for the United States. It also sets aside $246,100,000 to pay for that purchase, and that money stays available until spent.
