Allows the United States to take part in the IMF’s Supplementary Financing Facility under Executive Directors’ decisions 5508–(77/127) and 5509–(77/127). The Treasury Secretary may provide resources up to the equivalent of 1,450 million Special Drawing Rights. Any change in the value of U.S. monetary assets from this participation must be recorded through the fund set up by section 5302 of title 31. The Treasury Secretary can only make resource agreements if Congress has approved the money in advance. Starting October 1, 1978, Congress may appropriate whatever sums are needed without fiscal year limits, but not more than the dollar equivalent of 1,450 million Special Drawing Rights.
