The United States may agree to raise its IMF quota by 5,310,800,000 Special Drawing Rights, but only to the extent Congress provides the money in advance. The Treasury Secretary must talk with the chair and the top minority member of the relevant House and Senate banking, appropriations, and foreign-relations committees and their subcommittees. Those talks must start at least 30 days before negotiations, happen often during negotiations, and occur before any meeting where U.S. representatives could accept the increase.
