Treat the Fund or the Bank as a resident of the federal judicial district where its main U.S. office is located. Any lawsuit for or against them in the United States or its territories is treated as a federal case, so a U.S. district court can hear it first. If either is sued in state court, it can move the case into federal court before trial by following the normal rules for removal.
