Require the U.S. governor and executive director at the Fund to quickly get an official ruling on whether the Fund may use its resources beyond normal monetary stabilization — for temporary balance-of-payments help, for relief/reconstruction/armaments, or to cover large or sustained capital outflows. If the Fund says yes to any of those, the U.S. governor must promptly propose and support an amendment to the Fund’s Articles to block that authority, and the President may accept that amendment for the United States.
