The SEC, after talking with the National Advisory Council on International Monetary and Financial Problems, can pause the rules that let the international bank issue or guarantee securities. The SEC must put information each year in its report to Congress about how that pause and the related laws are working, and it must include any comments sent by dealer trade groups registered with the SEC.
