The U.S. Governor of the Fund can accept the change to the Fund’s Articles of Agreement that the Board approved in resolution 52–4 on October 22, 1997. If accepted, the Secretary of the Treasury must send a report to the appropriate congressional committees within one year. The report must analyze Special Drawing Rights (SDRs), including how countries that heavily use or get SDRs under Article XIX, Section 2(c) obtain and use them; how much countries with balance-of-payments problems exchange or use SDRs to get reserve currencies; and how those reserve currencies are acquired when using SDRs.
