The Secretary of State must set up a National Commission on educational, scientific, and cultural cooperation with up to 100 members. The Secretary appoints the members. Up to 60 will be representatives from major national volunteer organizations. Up to 40 will be other notable people chosen by the Secretary. Among those 40, no more than 10 can be federal officers or employees, up to 15 can represent state or local education/science/culture interests, and up to 15 can be chosen at large. At first the Secretary will name 50 national organizations and invite each to pick one representative. The Commission will review and can change that list over time so different groups get a turn. To start, one-third of members serve 1 year, one-third serve 2 years, and the rest serve 3 years. After that, terms are 3 years and no one may serve more than two terms in a row. The group must meet at least once a year. It will pick an executive committee and other committees to work with the State Department and handle tasks the Commission gives them. Members get no salary but can be paid travel and other expenses as allowed by section 5703 of title 5. The State Department will provide staff for the Commission.
