Title 22 › Chapter 7— INTERNATIONAL BUREAUS, CONGRESSES, ETC. › Subchapter XVII— UNITED NATIONS EDUCATIONAL, SCIENTIFIC, AND CULTURAL ORGANIZATION › § 287q
The National Commission must hold general conferences to talk about the Organization's work. It will invite organized groups that are actively interested to send representatives, but those representatives must cover their own travel and living costs so the Government pays nothing. These conferences will be held annually or biennially in places the Commission picks. Members of the Commission and the United States delegates to the Organization's General Conference should attend when possible. The Commission can also call special meetings of experts on specific topics. The Department of State may pay those experts’ transportation and other expenses as allowed under section 5703 of title 5 for the time they actually attend and for necessary travel. The Commission may accept services, gifts, or bequests of money or materials for its educational, scientific, or cultural work. Money received will be kept by the Secretary of State and paid out through the Treasury under the gift’s terms and kept available until spent. Gifts that do not match the Commission’s purposes cannot be accepted or spent. For federal tax purposes, such gifts count as gifts to or for the United States. The Commission and the Secretary of State must send Congress yearly reports on funds and bequests received and spent.
