Title 22 › Chapter 44— JAPAN-UNITED STATES FRIENDSHIP › § 2903
Creates the Japan-United States Friendship Commission and names who is on it. Members are the U.S. Panel of the Joint Committee on United States-Japan Cultural and Educational Cooperation; two Representatives appointed by the Speaker at the start of each Congress or when a vacancy occurs; two Senators appointed by the President pro tempore on the same schedule; and the Chairmen of the National Endowment for the Arts and the National Endowment for the Humanities. Members who are not full‑time federal employees and who are not Members of Congress may be paid for Commission work at a rate the President sets, but not higher than the rate for grade GS–18 in section 5332 of title 5, and that pay includes travel time. While serving away from home or regular work, members may get travel expenses and per diem under section 5703 of title 5. The Chair of the U.S. Panel is the Commission Chair; a majority is a quorum, and the Commission must meet at least twice each year.
