Title 22 › CHAPTER 44 — JAPAN-UNITED STATES FRIENDSHIP › § 2905
The Commission can make the rules it needs to do its work and take actions to run its programs. It may accept money or property given to it, with or without limits, and it can use, sell, or move those gifts (including putting them into the Fund). Those gifts are exempt from federal, state, and gift taxes. The Commission can tell the Secretary of the Treasury to spend Fund income, contributions put into the Fund from such donations, and up to 5 percent each year of the principal of the total amount appropriated to the Fund to carry out its purposes, including paying Commission expenses if needed. The Commission can hire an Executive Director outside the normal federal hiring rules and pay that person at the GS-18 rate. It can hire experts and consultants at rates up to GS-18, accept unpaid volunteers and repay travel and per diem as allowed by law, make contracts, grants, advances, and other payments, obtain needed administrative staff and services, and send its official mail as penalty mail in the same way other federal officers (other than Members of Congress) may.
