Summary

The President must appoint a Governor and an Alternate Governor for the Fund. The President must either get the Senate’s approval for them or pick someone who already holds a job that needed Senate confirmation. The Governor, or the Alternate if the Governor is absent, must follow the President’s instructions when casting the United States’ vote for the Fund’s Director. If the Director and the Director’s Alternate are U.S. citizens, the President may give them pay, allowances, and other benefits up to the level allowed for a chief of mission under the Foreign Service Act of 1980 (22 U.S.C. 3901 et seq.).
