Allows the Secretary of the Treasury to give up to $60,000,000 to the African Development Fund. The money is to pay debt relief costs under the Multilateral Debt Relief Initiative during the Fund’s twelfth replenishment period. The payment can only happen if Congress provides the funds and it won’t change funding deals that existed on December 23, 2011. Congress may appropriate up to $60,000,000 for this purpose, and that money does not expire at the end of a fiscal year. The Multilateral Debt Relief Initiative is the plan in the G8 Finance Ministers’ “Conclusions on Development” from London on June 11, 2005, which G8 leaders reaffirmed at Gleneagles on July 8, 2005.
