Congress must give permission before anyone acting for the United States can raise the U.S. contribution to the Fund, agree to changes that increase U.S. obligations or change the Fund’s purpose or functions, or lend or finance the Fund. A U.S. agency created by Congress may give money for technical help to the Fund if authorized by law.
