When the U.S. accepts participation and the Fund takes effect, the agreement applies in the United States, its territories and possessions, and Puerto Rico. The President must state that the U.S., states, and local governments keep the right to tax Fund-paid salaries and payments to U.S. citizens or nationals, and may reserve matters in article 58.
