Congress says five things. First, real development needs people to join in and have more chances. Second, helping small, local, self-help projects can grow people and organizations in African countries. Third, recent U.S. laws try to let poor people take part in development. Fourth, the Inter‑American Foundation worked well in Latin America and the Caribbean. Fifth, a similar African Development Foundation, changed for Africa, would add to U.S. efforts there.
