Makes certain bank securities be treated as exempt from parts of the federal securities laws. Any securities the Bank issues to raise ordinary capital under article 9, and any securities the Bank fully guarantees under the commitment in article 7, paragraph 4(a), are treated as "exempt securities" for the purposes of sections 77c(a)(2) and 78c(a)(12) of Title 15. The Bank must file annual and other reports about those securities with the Securities and Exchange Commission as the Commission finds appropriate because of the Bank’s special role and to protect investors. The Securities and Exchange Commission, after consulting any agency or officer the President names, may suspend that exemption at any time for any or all of the Bank’s securities while the suspension lasts. The Commission must include in its annual report to Congress information it thinks useful about how this rule works and its effects, and it must include any views submitted by registered dealer associations.
