The President can make an agreement with India to set up a Fund that gives grants and other help for cultural, educational, and scientific programs both countries share, such as exchanges of people and information and joint study or research. The President will choose U.S. members of any board that runs the Fund, mostly from U.S. government agencies, and those agencies may receive money directly from the Fund.
