Right after taking office and before the Agency issues any guarantee, the U.S. Director must propose and push the Board of Directors to adopt rules that stop the Agency from guaranteeing investments that are in countries not taking steps to protect internationally recognized workers’ rights; that depend on trade‑distorting host‑country rules likely to cause a significant net drop in jobs or other trade benefits for the United States or other member countries; or that would expand production in an industry with excess world capacity and cause substantial harm to producers of that product in another member country.
