§290n–3 Membership

Summary

Sets the U.S. side of the Commission at 13 members and explains who they must be. The members include the Secretary of Health and Human Services (or that person’s delegate), the health commissioners or chief health officers (or their delegates) from Texas, New Mexico, Arizona, and California, and two people who live in the United States–Mexico Border Area in each of those four States. Those eight local members must be picked by their state governor and then appointed by the President. They must have ties to community groups and show interest and knowledge about border health issues. The leader of the U.S. section is the Secretary of Health and Human Services or that person’s delegate. Members who are not federal or state employees may be paid up to the daily equivalent of the GS–15 annual pay rate under section 5332 of title 5 for each day they work. They also may get travel pay and per diem at the rates allowed under subchapter I of chapter 57 of title 5 while away from home for Commission work.
