Health problem means a disease, medical condition, or environmental situation that can cause illness, and includes issues tied to environmental factors, animal and rabies control, insect and rodent control, disposal of solid and hazardous waste, and air quality monitoring. Secretary refers to the Secretary of Health and Human Services. United States-Mexico Border Area means places in the U.S. and Mexico within 100 kilometers of the border.
