Securities the Bank issues or guarantees for borrowing are treated as exempt from certain federal securities laws, but the Bank must still file annual and other reports with the Securities and Exchange Commission as the Commission finds appropriate to protect investors. The SEC can suspend that exemption for some or all of the Bank’s securities after consulting an agency or officer the President names. The SEC must report to Congress each year about how the rule is working.
