Secretary may change, fix up, or furnish U.S. government-owned or leased space so a foreign government can share it. Before acting, the Secretary must consult in advance with the appropriate congressional committees, including the Senate and House Appropriations Committees, and provide cost and purpose details. Repayments or advances are credited to the current appropriation and available for authorized uses.
