Creates a 21-member commission. The Speaker picks nine House members: five from the House majority and four from the House minority after consulting the House minority leader. The President of the Senate picks nine Senators: five from the Senate majority after consulting the majority leader and four from the minority after consulting the minority leader. The President appoints one person each from the Departments of State, Defense, and Commerce. The commission must have a Chairman and a Cochairman. At the start of each odd-numbered Congress, the President of the Senate, with the majority leader’s recommendation, names a Senate member as Chairman and the Speaker names a House member as Cochair. At the start of each even-numbered Congress, the Speaker names a House member as Chairman and the President of the Senate, with the majority leader’s recommendation, names a Senate member as Cochair.
