Title 22 › Chapter 8— FOREIGN SERVICE BUILDINGS › § 305
The Department must estimate future staff growth for each new United States embassy compound (NEC) and new consulate compound project (NCC) that was in or not yet in the design phase on December 27, 2021. These estimates must cover the building’s expected life and use all relevant data, including past staffing trends, the most recent Vital Presence Validation Process analysis if it applies, reasonable guesses about the site’s long‑term strategic importance, and any other useful information. Heads of federal agencies with staff at an embassy or consulate must give the Secretary their own personnel growth estimates when asked. The Department must base its growth assumptions on those agency estimates. Any notice to Congress about choosing a site for an NEC or NCC sent after December 27, 2021 must include the growth assumption used.
