The United States must negotiate with other countries to create common rules and penalties when a nation breaks key promises to use nuclear materials, equipment, or technology only for peaceful purposes — including if a country without nuclear weapons sets off a nuclear device. It must also push for international steps to deal with theft, diversion, or sabotage of nuclear materials or facilities and to get back nuclear material that is lost, stolen, or used in ways that break the treaty.
