Allow the Overseas Private Investment Corporation to ignore the $1,000 per person income limit when deciding to provide insurance, reinsurance, loans, or guarantees for investment projects in Taiwan for the three-year period starting April 10, 1979. At other times, OPIC must use the same rules it uses for projects in other places.
