Title 22 › Chapter 48— TAIWAN RELATIONS › § 3311
The Secretary of State must send Congress the text of any agreement the Institute signs. If the President thinks releasing it right away would harm national security, the text goes only to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs under a secrecy order that the President can lift. "Agreement" here means deals with Taiwan’s government or agencies, and deals with U.S. government agencies. Such agreements must follow the same congressional notice, review, and approval rules as if the U.S. agency itself made them.
