Under the Taiwan Relations Act, the United States must keep enough military ability to prevent a sudden use of force that would threaten the safety of people in Taiwan. The law defines a "fait accompli" as the People's Republic of China using force to invade and take control of Taiwan before the United States can respond effectively.
