Require the Secretary of State, working with the Director of National Intelligence, to create and carry out a plan within 180 days after December 23, 2022, and then update it once a year for the next 5 years. The plan must counter secret, coercive, or corrupt actions tied to the Chinese Communist Party’s United Front work about Taiwan, and also fight information and disinformation campaigns, cyberattacks, and other propaganda by the People’s Republic of China or the Party aimed at people or groups in Taiwan. The plan must say how the United States will help Taiwan detect, document, and expose propaganda and cyber intrusions; help Taiwan build a broad response that covers things like election interference; provide media training for targeted officials and groups; assess how much influence the PRC/CCP has on local parties, banks, media, and other organizations; support exchanges and technical help to strengthen Taiwan’s legal response; and include Global Engagement Center programs to reveal CCP misinformation.
