§3361 Strategy to Respond to Influence and Information Operations Targeting Taiwan

Summary

The Secretary of State must create and carry out a plan, working with the Director of National Intelligence, no later than 180 days after December 23, 2022, and then once a year for the next 5 years. The plan must counter secret, coercive, or corrupt actions tied to the Chinese Communist Party’s United Front work about Taiwan, and must also address PRC- and CCP-backed disinformation, cyberattacks, and unusual propaganda aimed at people and groups in Taiwan. The plan must explain how the United States will help Taiwan spot and prove propaganda and false information, improve its overall response to sharp power and election interference, give media training to targeted officials and groups, assess how much influence the PRC/CCP has over parties, banks, media, and other institutions in Taiwan, support legal and exchange programs to strengthen Taiwan’s law system, and use the Global Engagement Center to reveal CCP misinformation.
