Congress finds that since 2016 eight countries — Gambia, Sao Tome and Principe, Panama, the Dominican Republic, Burkina Faso, El Salvador, the Solomon Islands, and Kiribati — cut official ties with Taiwan and instead recognized China. Taiwan had observer status at the World Health Assembly every year from 2009 through 2016, but was not invited in 2017, 2018, 2019, 2020, or 2021 after President Tsai’s 2016 election. Congress also finds that the Taipei Flight Information Region handled 1,750,000 flights and 68,900,000 passengers in 2018 and includes Taiwan Taoyuan International Airport, the world’s eleventh busiest. Taiwan has been excluded from the International Civil Aviation Organization since 2013. Finally, United Nations General Assembly Resolution 2758 does not decide who represents Taiwan at the UN and does not give China the right to represent the people of Taiwan.
