Title 22 › CHAPTER 48A — TAIWAN ENHANCED RESILIENCE › SUBCHAPTER IV — SUPPORTING UNITED STATES EDUCATIONAL AND EXCHANGE PROGRAMS WITH TAIWAN › § 3384
Creates a Taiwan Fellowship Program that sends eligible U.S. federal employees to Taiwan for up to 2 years. The American Institute in Taiwan (AIT) will use approved funds to hire an implementing partner under a cooperative agreement. The program plans to award about 5 fellowships in the first 2 years and about 10 each year after that. Within 30 days after December 23, 2022, AIT must start talks with the Taipei Economic and Cultural Representative Office (or another group) to place fellows and begin picking an implementing partner that can legally operate in Taiwan and has staff experienced with Indo‑Pacific exchange programs. Fellows spend the first year on intensive Mandarin and study of Taiwan, its history, politics, and regional issues; the second year they work in a Taiwan government office or a related non‑government organization, if approved. To apply, a person must be a U.S. citizen, a federal employee with at least 2 years’ government service, have an exemplary performance review in the last 3 years, have relevant Indo‑Pacific experience, and intend to keep serving in the U.S. Government. Fellows must make good progress in language training, behave appropriately, not do any intelligence activities, and stay in federal service for at least 4 years after the fellowship (or 2 years if the fellowship is 1 year or shorter). The implementing partner must recruit diverse candidates, pick fellows on merit, run the training, and may keep an office in Taiwan with at least one full‑time staff member. Fellows who break the rules must repay federal funds spent on their fellowship plus interest; serious violations require full repayment, and leaving government early triggers partial repayment. The Secretary of State may allow shorter fellowships and change the curriculum. The program ends 7 years after December 23, 2022.
