Congress says the United States must help people in developing countries get the knowledge, skills, and resources they need to build stronger institutions and improve their lives while reducing extreme poverty. It also says these countries need strong science and technology ability, so the U.S. and developing countries should expand scientific cooperation and support long-term research to solve development problems and use human, natural, and capital resources more efficiently.
