Title 22 › Chapter 50— INSTITUTE FOR SCIENTIFIC AND TECHNOLOGICAL COOPERATION › § 3505
The Institute must have a Director who is its chief executive officer. The President appoints the Director with the Senate’s approval, and the Director is paid at the rate for Executive Schedule level III under section 5314 of title 5. The President can carry out powers given by this chapter through the Director or any other federal agency or officer he chooses. The Director or the head of any agency can give those duties to their subordinates.
