The Commission can run and care for the Panama Canal. It may build, buy, and operate the facilities needed to do that job, such as docks and shoreline works; shops and yards; marine and towing equipment, fuel and vehicle handling; power, water, and phone systems; construction and housing; warehouses, printing and related manufacturing; and recreational places. The Commission may use the U.S. mail like other federal departments and take steps needed to do its work. It can carry out commercial activities tied to running the canal only in line with the Panama Canal Treaty of 1977 and related agreements. It may accept donations of money, property, and services from individuals, foundations, corporations, and other public or private groups, but it must have written rules to decide if a donation would harm its fairness or integrity.
