The President must appoint U.S. reps to any joint U.S.–Panama study of a sea-level canal under Article XII of the Panama Canal Treaty of 1977. After a paragraph 1 study is finished, the President must send it to the President of the Senate and the Speaker of the House, and no U.S. construction may begin without express congressional authorization.
