§3619 Joint Sea Level Canal Study

Summary

The President must pick the United States’ representatives for any joint committee with the Republic of Panama that studies a sea-level canal under Article XII, paragraph 1 of the Panama Canal Treaty of 1977. When that joint study is finished, the President must send the study text to the President of the Senate and to the Speaker of the House of Representatives. The United States may not begin building a sea-level canal in Panama unless Congress gives clear authorization after the study is submitted.
