Agency heads may transfer or temporarily assign permanent employees to work for the Commission. When that work ends, the employee has the right to return to their original agency and keep their pay, seniority, and other job rights and benefits they would have had if they had not left. "Agency" means Executive agencies, the U.S. Postal Service, and the Smithsonian Institution. The Office of Personnel Management will write rules to make this work.
