The Commission must take control of the Canal Zone postal service money and take on its debts and duties. Effective December 1, 1999, neither the Commission nor the United States government is responsible for distributing any unpaid balances from Canal Zone postal-savings deposits, postal-savings certificates, or postal money orders. Mail to the Canal Zone from or through the continental United States may be sent by the United States Postal Service to U.S. military post offices in the Republic of Panama. Those military post offices must provide directory services and accept the mail as allowed by the Panama Canal Treaty of 1977 and related agreements, and the Commission must give staff, records, and other help so the mail can be delivered, rerouted, or returned when appropriate.
