Under section 3779(b), the Commission must quickly pay for injuries to a ship, its cargo, crew, or passengers that happen in the Panama Canal or nearby waters (but not in the locks) when a U.S. officer or employee, acting in the course of their Canal duties, was negligent. Payments are cut down if the ship, captain, crew, or passengers partly caused the harm. If a Panama Canal pilot is required by rule, damages for harm while the ship was moving are paid only if the pilot was in control then. Claims must be filed with the Commission within one year after the injury or by November 18, 1998, whichever is later.
