The Commission is not responsible for claims for delays that happen for certain reasons. It covers seven types: natural events like landslides; required construction or maintenance on Canal locks, terminals, or equipment; blockages from accidents; time needed for admeasurement (measuring a vessel or cargo); traffic congestion; a marine accident investigation done within 24 hours (if the investigation goes past 24 hours, the Commission is only liable to the extent an on-duty employee’s negligence caused the accident); and any other cause unless this part specifically says otherwise.
