Title 22 › Chapter 51— PANAMA CANAL › Subchapter I— ADMINISTRATION AND REGULATIONS › Part 4— Claims for Injuries to Persons or Property › Subpart ii— vessel damage › § 3776
If you disagree with the Commission’s decision on a claim under sections 3771(a) or 3772, you may sue the Commission in the United States District Court for the Eastern District of Louisiana. The case will be decided by a judge without a jury and will follow the normal laws and court rules for disputes between a private person and a federal agency. Cases must follow this part and rules under section 3811 and are subject to section 3779(b). Any money judgment can be paid only from funds set aside for the maintenance and operation of the Panama Canal. These kinds of claims can only be brought in the way described here and not against the United States, the Commission, or any of their officers or employees in any other court. You must file the suit within 180 days after the Commission mails its final written decision, or by May 17, 1998, whichever is later. The Commission’s appointed attorneys will represent it.
