U.S. departments and agencies may transfer property, buildings, equipment, or stock located in the Republic of Panama to one another, with or without payment, if the agencies agree and the President or his designee approves. The Commission may also make cross‑servicing agreements with other U.S. agencies to share facilities, services, or perform functions for one another. The Commission, any U.S. department or agency, or any U.S. court in Panama may send records (including those from the Canal Zone Government or the Panama Canal Company, such as vital statistics) to other U.S. departments, agencies, or courts when it is in the interest of the United States. Any record sent to the Panamanian government must be coordinated with and approved by the U.S. Ambassador to Panama. The rule also covers the Smithsonian Institution.
