On October 1, 1979, the Secretary of State may transfer the Panama Railroad and certain property that used to be in the Canal Zone to the Republic of Panama. The transfer cannot include buildings or other facilities outside the areas the United States still uses under the 1977 Treaty, except for housing. For other property to be transferred under the Treaty, the Secretary may transfer it over time. Before any such transfer, the President must send Congress a written report that names the property, says whether Panama is following the Treaty, and explains why the transfer is happening then. The Panama Canal and some other specified property cannot be transferred before December 31, 1999.
