Until the 1977 Panama Canal Treaty ends, the President must send a yearly report on how the United States is using its rights and handling its responsibilities under that treaty. The report must cover: what Panama has done about the living conditions of people who lived in the Canal Zone before October 1, 1979 and still live in areas the U.S. uses under the Agreement implementing Article III; the terms, conditions, and charges for land-use licenses in those canal operating areas; and the condition of former Panama Canal Company and Canal Zone Government employees (and their dependents) who live in Panama on or after October 1, 1979.
