The Panama Canal Commission must send written advance notice to the House Committee on Merchant Marine and Fisheries and the Senate Committee on Armed Services when any of the following will happen. It must notify about a proposed change in Panama Canal toll rates, any payment estimated to be due to the Republic of Panama under paragraph 4(c) of Article XIII of the Panama Canal Treaty of 1977 (as provided by section 3751 of this title), and the start of any major capital purchase or construction project costing more than $10,000,000 unless that project was already included in the budget Congress received for the fiscal year when it will take place.
