Defines the main words used in the chapter. "Abroad" means anywhere outside the United States. "Agency" means an agency as defined in title 5, section 552(e). "Chief of mission" means the top U.S. diplomat in charge of a diplomatic post or a State‑designated U.S. office abroad, including someone temporarily in charge under section 3982(c). "Department" means the Department of State unless another agency using the Foreign Service system is meant. "Employee" (except as in section 4102(8)) covers officers or employees, members of the Armed Forces, and the commissioned corps of the Public Health Service and NOAA. "Function" means any duty, power, responsibility, right, privilege, discretion, or activity. "Government" means the U.S. Government. "Merit principles" means those in title 5, section 2301(b). "Principal officer" means the person in charge of a diplomatic mission, most consular posts, or other Foreign Service posts. "Secretary" means the Secretary of State, unless another agency head is meant under section 3921. "Service" or "Foreign Service" means the U.S. Foreign Service. "United States," geographically, means the several States and the District of Columbia.
